The Toolkit came about with the conclusion of a ground breaking 20 month British in Europe ICE project.  The ICE or ‘Inform, Connect, Empower‘  initiative is supported by a grant from the European Commission aiming to monitor, protect and promote the rights of third country national citizens living in in the EU.
